An annual event not to be missed! The 11th Infocomm Horizons 2004 will take place on 1–2 November at the Meritus Mandarin Hotel, Singapore. This is an excellent networking opportunity for technological practitioners, business managers, industrial engineers, academics and students to gather and share latest information on the Infocomm arena.

This year, a new tutorial segment has been introduced to the program. Prior to the main seminar on 2 November, there will be half-day tutorial sessions on 1 November where some of the topics covered will set the tone for some of the issues that will be discussed in the main seminar.

There will be three tutorial sessions that will cover the areas of sensor networks, MPEG 21, advanced preferential IP and telephony services in the internet.

The main seminar on 2 November will showcase sixteen local and international speakers speaking on the key areas of wireless technologies, media, security and information processing. The morning presentations will focus on the tremendous growth in the Infocomm industry while the afternoon seminar will proceed in two parallel tracks – one on Media, Security and Information Processing and the other on Wireless technologies. By providing a wider topical coverage, attendees will be able to make better choices based on their area of interests.

Successful Collaboration with A*STAR's Institute for Infocomm Research Enables STMicroelectronics to Set Up Center of
Excellence in Singapore for Integrated Solutions for the 3G Mobile Terminal Market


Transfer of competencies enhances ST's capabilities in the development of solutions for 3G handsets, addressing the growing Asian market

SINGAPORE, 7 October 2004 - STMicroelectronics (NYSE:STM) (ST), one of the world's leading semiconductor manufacturers, today announced a new center of excellence for 3G mobile terminal development in Singapore following the successful completion of its collaboration with A*STAR's Institute for Infocomm Research (I²R). Fourteen research scientists and engineers from I²R will be hired by ST to continue the process of speeding up its R&D and commercialization efforts.

The joint effort between ST and I²R, which began in 1999, has yielded significant intellectual properties (IP) and generated handsome returns for research and development (R&D) expertise for both companies. The thrust of the cooperation has been on advanced algorithm research activities, software development, and technology platforms. The achievements include the design of 3rd-Generation Partnership Project (3GPP) standards-compliant sub-systems and protocol stack that has been integrated with reference applications.

The new center of excellence will work in partnership with customers to capitalize on the promising Asian telecommunications market. It will tap the expertise of a team of more than 100 engineers and researchers in Asia Pacific with expertise in 3rd-generation (3G) mobile-terminal development

Kay Das, R & D Director for ST's Asia Pacific operation said, "With the persistence of the 2.5G market and the emergence of 3G, the focus of the Center will be on converting the 3rd-Generation Partnership Project IP that we've developed into business reality. ST now has the requisite and localized know-how in video and audio applications, software protocols, baseband processing, and deep sub-micron silicon technology capabilities for the GPRS (General Packet Radio Service), WCDMA (Wideband Code Division Multiple Access), and TD-SCDMA (Time Division Synchronous Code Division Multiple Access) standards, the latter aggressively being promoted by China as an advanced and cost-efficient complement to the other mainstream standards. ST has been among the first to demonstrate a mobile-to-mobile voice call on the TD-SCDMA test network in Beijing."

"ST has also formed strategic partnerships in China to rapidly increase its penetration of the China market. We will continue our R&D drive in software and hardware architectures to exploit the capabilities of deep sub-micron technology for the development with our customers of low power, quality-oriented integrated solutions for multimedia services over 3G and beyond-3G networks. Singapore will continue to grow as a launch-pad into the new markets in China and other Asian countries," added Mr. Das.

According to Professor Lye Kin Mun, the Deputy Executive Director (Industry) of I²R, "These projects have helped to strengthen the 3G core competencies of both I²R and ST. The projects have also generated valuable intellectual properties for both parties. The transfer of I²R's R&D team to ST will quicken the commercialization of IP generated by the projects. The 3G core competencies that I²R has built, now equips it with the relevant expertise to conduct R&D activities beyond 3G, which helps to accelerate the pace of technology advancement in Singapore."

Prof Chong Tow Chong, Executive Director of A*STAR's Science and Engineering Research Council said, "The 3G technical expertise that ST and I²R have developed, coupled with the protection that Singapore offers for intellectual property, and a growing regional universe of handset contract manufacturers, makes Singapore an ideal hub for 3G activities. By working with network operators who are able to provide the environment for test-bed trials, Singapore is poised to have the full value chain of IP creation, product development, test-beds and manufacturing for 3G products and future new generation infocomm technologies."
